Shortly after two swimmers were pulled from the raging surf by lifeguards on Beach 91 Street on Tuesday at about 5 p.m., a witness (pictured) told lifeguards that a surfer was in trouble about 200 yards from the beach at Beach 90 Street. Lifeguards saw something in the water and determined that the person was too far from shore for a beach rescue, calling in police department harbor and aviation units for assistance.
