Queens District Attorney Richard Brown, in office for close to 19 years, addresses community members at the 101 Precinct's Community Council meeting on November 18. Brown reported that homicides are down in Queens by 19 percent in 2009. "We also have the best arrest to arraignment time in the city," said Brown.
