When the city's Department of Design and Construction (DDC) began milling some of the major east-west avenues as well as many cross streets a month ago, some locals looked at it as an unnecessary fix, something they had to put up with for a week or two and then the city would go away and leave the neighborhood in peace. As the days stretched into weeks and then into a month, however, many locals began to get angry that they could not drive comfortably on neighborhood streets or use the curbs in front of their homes for parking. 016p1_xlg.jpg
