Anne Marie Todes, a fifth grade teacher at PS 114 in Belle Harbor, was pleasantly surprised last Friday when Stephen T. Zerio, of the Teachers’ Insurance Plan (TIP) presented her with a check for $1,000 and crowned her New York’s “Teacher of the Year” for 2003-2004. Nominations were open to more than 200,000 teachers and Todes was selected by a panel including public and private school teachers, administrators, union officials and TIP senior management.
