Rockaway and Broad Channel residents are getting together this month and next to take part in a process that will eventually spend $1 million of City Councilman Eric Ulrich’s discretionary funds on capital projects in his district. The meetings are part of what is called Participatory Budgeting, and, while only a few residents are working on the process, everybody will eventually be able to vote on what they see as the most important projects.
