EDC Seeks Proposals For Long Term Ferry

The New York City Economic Development Corporation (EDC) is requesting proposals from qualified ferry operators to operate a ferry service between the Rockaways, Brooklyn and Manhattan pursuant to an operating agreement with NYCEDC. Respondents will be required to serve the following locations:

Beach 108th Street in the Rockaways, Queens; BAT Pier 4 in Sunset Park, Brooklyn; Pier 11 in Downtown Manhattan; and East 34th Street in Midtown East, Manhattan.

The goal of this request for proposals (the “RFP”) is to: Continue operating existing ferry service between the Rockaways, Brooklyn and Manhattan; maintain the current level of service; strengthen and promote the ferry service as a safe, reliable, and time competitive means of alternative transportation; foster economic development along the waterfronts of the Rockaways, Queens and Brooklyn; and maximize ridership while significantly reducing or eliminating the reliance on public assistance for future ferry service.

Respondents must submit proposals that address the following scope of services: Term: up to 5 years with up to 3 years of extension. Ferry Service: provide weekday commuter ferry service between the Rockaways, Brooklyn and Manhattan landings; minimum of 5 inbound and 5 outbound runs each day, respondents must provide, crew, etc; respondents propose the fare.

Operate the parking service at Beach 108th Street: Manage, maintain and operate the parking service; Provide necessary equipment; Provide necessary personnel; Develop and publicize parking policy for patrons; Create a fee structure and collect fees; Conduct parking enforcement services;

BAT Pier 4 Shuttle Service: Provide a shuttle service to and from the BAT Pier 4 to connect with the inbound and outbound vessels, respectively.

Market the Ferry Service: Develop, publicize and maintain a marketing plan for the Services, including, print media, website, signage; etc. Create a Communications Plan: Create a customer service and customer communication plan. Maintain Compliance: Maintain compliance with all applicable laws and regulations, governmental permitting and/or licensing requirements. Report Performance: Provide to NYCEDC, in an approved format, reports on Ferry Service , Shuttle Service and Parking Service activity.
