Kiddy-Porn Pervert Seeks Plea Bargain
A Rockaway Park man, who is now holed up at his parent’s home in Breezy Point as a result of a federal arrest for “having, producing and disseminating” kiddy porn, is actively seeking a plea deal with federal prosecutors, court documents show.
In a motion filed in the District Court for the Eastern District of New York, prosecutors asked for a procedural delay because “[prosecutors] are engaged in plea negotiations which they believe will result in the disposition of the case without trial.”
Timothy Wayne, widely known in Rockaway as “Tim the Viking,” agreed with the procedural move to stop the clock in order to keep negotiations moving.
“Given the reasonable likelihood that ongoing plea negotiations will result in an agreement, the time will allow [all parties] to focus on those negotiations without the risk that [defendants] would be denied the reasonable time necessary for effective preparation for trial, taking into account the exercise of due diligence,” an order signed June 15 said.
According to court records, Wayne is restricted to his parent’s home on Bayside Avenue in Rockaway Point and to his place of business and is required to wear an ankle bracelet monitor and report in at regular intervals. He must also “avoid areas frequented by children under the age of 18,” and he is forbidden to use a computer or access the Internet except as required by his job.
Wayne was arrested at his Rockaway Park home on March 29 by federal officials who found such videos as “Toddler Girl: Stop, Don’t Stop,” “Studio 10YO,” and “Yo Girl, Pedoland.”
He was busted and charged in federal court with having, producing and disseminating “visual depictions having involved the use of one of more minors engaging in sexually explicit conduct.”
Federal investigator Robert Mancene, an agent with Homeland Security Investigations, said that in October of last year he was investigating computers with New York IP addresses that were sharing child pornography files in the Internet.
Wayne’s Internet address was one of those under investigation, court records show.

Wayne was home at the time and told the investigators that he had lived at that address for about a year.
Among the computers in the apartment, Mancene found an external hard drive sitting on top of a desktop computer tower.
A check of the external hard drive revealed videos and images depicting child pornography. The contents of the videos were described in detail in the criminal complaint against Wayne. Some of them depicted pre-teen girls having sex with men and each other. Others were scenes of pre-teen girls undressing and caressing themselves for the camera.
In at least one of the videos, officials say, the child in the video was identified by the National Center for Missing and
Exploited Children as a missing person.
