MediSys Hires Attorney To Review Policies

In the wake of a scandal involving its former CEO, David Rosen, who has been charged in federal court with paying bribes to several local politicians to garner favors in the state legislature, former United States Attorney Zachary W. Carter has been retained by the Board of Trustees of MediSys Health Network, Inc. to conduct a comprehensive review of the organization’s policies, programs and procedures in order to ensure the overall integrity of its business operations and a commitment by its management and entire staff to the highest ethical and business standards and practices.

The review led by Carter will evaluate all of MediSys’ current compliance policies, procedures and protocols. Carter will also develop new policies, procedures, protocols and organizational structures and then monitor compliance with these integrity measures.

Peninsula Hospital Center on Beach 51 Street is one of those hospitals and health care facilities owned and operated by MediSys.

“MediSys is a large and complex organization, comprising four hospitals, three nursing homes, 30 family health care centers and other entities, with over 11,000 employees. The review by Carter will be invaluable in demonstrating to all of our stakeholders, including the communities we serve, regulators and other public officials, MediSys’ commitment to the highest ethical standards at all levels of our organization,” said Neil Foster Philips, MediSys Board chairman.

Carter said, “MediSys and the hospitals it sponsors have a long tradition of providing vital health care services to underserved communities in Queens and Brooklyn. I am grateful for the opportunity to lead this comprehensive review of all aspects of operations, management and finances, and to make recommendations based on our findings. We are taking this important assignment with a clear mandate from the Board.”

A partner and head of the Trial Group of Dorsey and Whitney LLP’s New York office, Carter is also co-chair of the firm’s White Collar Crime and Civil Fraud practice.

From 1993 to 1999, Carter served as United States Attorney for the Eastern District of New York. He is chairman of the New York City Mayor’s Committee on the Judiciary. Carter is a member of the Board of Directors of Marsh and McLennan Companies, where he serves as chair of the board’s Compliance Committee. He also is a member of the Board of Directors of Cablevision.

Carter is a graduate of Cornell University, BA, ‘72, and the New York University School of Law, JD, ‘75.
