Community Benefit Agreements

Dear Editor,

As a follow-up to a letter I wrote in March, I'm completely dismayed regarding a lack of oversight where these Community Benefit Agreements are concerned. The CBAs I'm speaking of are for the ABTS, as well as the Arverne East Projects.

First, no one knows what happened with the first agreement for ABTS. Second, some of the people from the east end of the peninsula claim there is no agreement, including chairman of the planning board, Jonathan Gaska, and Councilman Sanders. Some say there is an agreement and that they at one time had possession of the document including David Hooks, and Isaac Parsee. I was also told that Ms. Pat Simon from Ocean Bay Development Corp. helped to write the document. What we do know is that Malcolm Smith's business partner Daryl Green was the major beneficiary, along with the elected officials, and some of their minister friends.

These agreements are supposed to prepare local contractors for the upcoming contracts to be left for the project, and to provide a work force readiness apparatus. This apparatus is to document and prepare the community folk for the construction work before the work commences. Up till now there has been no preparation for the people of the community, no apparatus was set up to help the local contractors. Also monies were to be put into an account for bonding for local contractors, as well as to provide loans for proper certifications necessary to work on the project such as worker compensation, etc. … What was set up there was Daryl Green's daughter, Yvette. Yvette knows no one in the community except her father's partners in crime, so who does she really represent? Who has she helped besides those that don't want the black men in our community to have access to the jobs? Who else has benefited? Illegal aliens have received most of the jobs and contracts, which happens to be common knowledge to all residents of Rockaway that have applied for work, as well as those just passing the site.

In closing, what was really done? Who benefited? The next question is, Who should be going to jail for this secret agreement in our community? There are many more questions that will be asked concerning the elected officials, the ministers, the mayor, the borough president, and all others that believe it is okay to deny the people of Rockaway, while enriching themselves, and providing opportunities Letters to a class of people that are not legally supposed to benefit. This illegal activity can only happen when good people stand by and allow crooks in government, and our community to get away with it. Wake up Rockaway! If you allow them to get away with it you will wind up with nothing. When you go to the grocery store who do you give your money to? Aliens. When you go to Peninsula, or St. John's who do you see for treatment? Aliens. When you look for a place to rent, who do you see renting rooms, and apartments? Aliens. Why, and what will you do about it? Think about it.
