Police from the 100 Precinct in Rockaway Park are searching for a missing 55-year-old man, who, they say, is in "poor mental health." The man, identified as Richard Payne, was last seen leaving the Surfside Home at 95-02 Rockaway Beach Boulevard at about 9 a.m. on May 9. He is described as 5 feet 7 inches tall and about 170 pounds. He wears a mustache, and was last seen wearing an orange T-shirt and blue jeans.
