for larger version       Addabbo Criticizes NYPD Starting Salaries City Council Member, Joseph P. Addabbo, Jr. cosponsored a Resolution in the Council that denounces the starting salaries for New York City police officers. The current starting salary is $25,100, making the base salary of a New York City police officer one of the lowest in the country. The low salary is one of the reasons why police officers leave the city for other jurisdictions that offer higher pay. The number of uniformed police officers has been reduced by 12 percent since 2000. Part of the problem has been the shortage of candidates for the July 2007 recruiting class. Over 2,000 spots were left empty.
Pattern bargaining has become another reason for the NYPD's failure to recruit and retain officers. This practice requires all unions to receive the same wage increase. Opponents of pattern bargaining argue that it limits the city's ability to provide compensation to municipal employees that best serve the public. Police Commissioner Raymond Kelly said pattern bargaining was one of the reasons why NYPD salaries remain far below suburban police salaries.
