The marshals came to Rockaway on Tuesday, towing dozens of cars belonging to motorists who owed ticket fines and who were parked on local streets. The cars were lined up on the north side of Shore Front Parkway for about four blocks, centering on Beach 90 Street. The cars were then towed to pounds in Jamaica.
