Weiner told reporters that he was going to push the DEP into plans that would refit the wastewater treatment plants around the bay, including the one in Rockaway, so that less nitrogen would be dumped into the bay. In discussing the loss of marsh grass, Weiner blamed the deterioration of the bay ecology on the New York City Department of Environmental Protection (DEP), which dumps tons of nitrogen into the bay each month as part of its wastewater treatment program.
