A Letter To Commissioner Donovan

Dear Editor,

The following letter was sent to Housing Preservation and Development (HPD) Commissioner Shaun Donovan by NYC Comptroller William Thompson:

I write to express my deep concern regarding a number of reports concerning alleged management and accounting irregularities at Dayton Beach Park Apartments, an HPD managed Mitchell Lama complex in Rockaway Beach, Queens.

My office has received numerous inquiries regarding the failure of Phipps Housing Services, Dayton Beach Park's management company, to properly oversee building operations and to address the building's substantial debts. Indeed, it is my understanding that the housing complex owes more than one million dollars in water charges alone. Shareholders have indicated that both the managing agent and HPD failed to recognize these issues and as a result, residents now face potentially dire consequences.

I am deeply troubled by these allegations and respectfully ask that your staff advice my office of the results of your examination of this issue.
