for larger version       Howley Argues Before Supreme Court John J.P. Howley, son of Marie and John Howley of Rockaway Park and a litigation lawyer, argued the United States Supreme Court case India and Mongolia v. City of New York on April 24, 2007. Howley has been a partner in Kaye Scholer, a Manhattan law firm, for nine years. Howley argued on behalf of the foreign embassies of India and Mongolia, while The City of New York was represented by Corporation Counsel Cardozo. The city is attempting to collect taxes from the foreign embassies of the United Nations and regard the case of Mongolia and India as test cases. Howley grew up in Rockaway and graduated from PS 114 and Junior High School 180. He attended the boarding school Northfield Mt. Hermon School in western Massachusetts and later went to Skidmore College in upstate New York. At the age of 16 he traveled to the Philippines for a year as a Youth Exchange student, sponsored by the Rockaway Rotary. Howley graduated magna cum laude from New York Law School and clerked for two years with Judge Roger J. Miner of the Federal Second Circuit.
Both of his parents attended the recent Supreme Court case, along with his wife, Isabel and sister, Mary Koppinger, along with her pre-teen sons, Thomas and Daniel.
