Click Here for More Information Community Board Opposes More Beds In Bayswater Community Board 14 is urging the state to reject plans for a small health facility in Bayswater that would serve mentally retarded and developmentally disabled patients, The Wave has learned. The seven-bed facility is proposed for a two-family home located at 1002 Gipson Street. It would be operated by Herbert G. Birch Services, Inc., with offices in Manhattan. Birch Services says the patients living at the residence would attend six hours of workshop, treatment or rehabilitation per day and that staff would be on duty 24 hours a day. They say a neighborhood advisory committee would also be formed. "Within the boundaries of our community, we have over 7,000 nursing and adult home beds, hundreds of other health related beds approved by state agencies and 5,000 units of public housing," CB14 District Manager Jonathan Gaska wrote to the New York State Office of Mental Retardation and Developmental Disabilities. "Your agency continues to approve more beds in our community despite the fact that we are saturated with these facilities." Gaska's letter says Bayswater is "already bracing itself" for a similar facility approved for Bay 32 Street and Beach Channel Drive. The state is likely to make its decision around the start of summer.
