Rebates From Internet Through Pheffer Bill

Assemblywoman Audrey I. Pheffer has announced that legislation she introduced that will ensure consumers have access to rebate offers for products on the Internet has passed the Assembly.

The legislation, A.9454, amends Chapter 574 of the Laws of 2005, also introduced by Assemblywoman Pheffer, which required rebate redemption forms to be provided at the time of purchase. This bill clarifies that, for goods purchased via the Internet, rebate redemption forms must be made available as printable documents either on the Internet page where the product is purchased, or on a page which is accessible from a hyperlink on such page.

"One reason rebates are preferred by retailers and manufacturers is because they never expect all consumers who qualify for rebates to claim or receive them. While little can be done to ensure that every person eligible for a rebate applies for one, this legislation would end potentially deceptive or unfair business practices which seek to deprive qualifying consumers of rebates by requiring multiple correspondences between the consumer and processor or through purposefully complex redemption requirements," said Pheffer.

The bill has also passed the Senate and is awaiting delivery to the Governor.
