An 18-year-old Rockaway Beach man was pronounced dead on arrival at a local hospital Friday after he was shot once in the chest outside one of the buildings at the Hammel Houses.

Cedric Smalls, who lived at 7600 Shore Front Parkway, was reportedly standing outside 81-03 Beach Channel Drive when a car drove up and an unidentified man got out and shot him.

An eyewitness, who asked not to be identified because she fears for her and her family's safety, said that Smalls was simply standing around when the car pulled up.

"He usually had his younger brother waiting with him," she said. "It's a good thing his brother wasn't there, or we'd be having two funerals this week."

The woman added that shooting incidents have been persistent at Hammels and residents are afraid for their lives. "People are afraid to come out of their apartments," she said.

One day later, at about 10:15 p.m. on Saturday, there was another report of multiple gunshots fired at the same location, but no arrests were made.

Smalls was transported to the Peninsula Hospital Center, where he was declared dead on arrival.

In May of this year, Smalls was arrested but never charged when his two brothers, Rodney and Andrew, were arrested by two rookie cops and charged with gun possession.

Services for Smalls will be held at 10 a.m. on Saturday, December 23 at the Mazedonia Baptist Church, 330 Beach 67 Street.

In addition, a community meeting will be held at that church at 7 p.m. on Tuesday, December 26.

A press release from Pastor Barrielevia Evans said, "We, the parents who live in Far Rockaway would like to share with you the senseless murders that have taken the lives of our children. It is the loss of a generation of our youth that is our main concern."

Detectives from the 100 Precinct and the Queens Homicide Unit and other members of the NYPD are investigating the homicide, but no suspects have yet been arrested.

Smalls is one of three young Rockaway men who have been victims of homicide in past weeks. The others were Christopher Glenn, 16, who was shot outside 51-15 Almeda Avenue on November 27 and Laton Spurgeon, 28, of 51-11 Almeda Avenue, who was shot on December 19 outside his brother's Fernside Place home.
