When the first calls came in to the 911 emergency phone bank at 4:52 p.m. on Sunday that an 18-year old teen was seen going under the water at Riis Park and had not surfaced, those calls triggered a massive response by the NYPD, FDNY, U.S. Park Police and the U.S. Coast Guard. In minutes, the first police and fire units were on scene and a police helicopter hovered overhead.
