Girl, 13, Raped In Rockaway Beach

A 19-year-old man with a criminal history was arrested last Thursday after he allegedly raped a young girl inside a stairwell at an apartment complex in Rockaway Beach.

Police say Joaquin Bullock grabbed the 13-year-old victim, touched her breasts and then raped her at the Bay Towers complex on Beach 100 Street and Beach Channel Drive. The alleged attack took place in a stairwell at about 5:45 p.m., police said.

The girl, whose name is being withheld by law enforcement due to her age and the nature of the allegations, reportedly told a neighbor, who called the police.

Court records show Bullock has a recent history of misdemeanor offenses including two charges of resisting arrest from 2004, which brought jail time and three years probation. He was arrested again last November, pleaded guilty in January to petit larceny and was sentenced to more jail time. It was unclear how long Bullock had been back on the street, but a law enforcement source suggested it could have been just a few days.

Bullock was arraigned March 11 on the charges of second degree rape, second degree sexual abuse and endangering the welfare of a child. Judge Deborah Stevens Modica set bail at $75,000.

Bullock faces up to seven years in prison if convicted, according to a spokeswoman for Queens District Attorney Richard A. Brown. He is due back in court on March 24.
