Change In Rockaway: Who Were The Players, What Was The Change?

Rockaway has changed greatly over the years and continues to change today. The people pictured here more than ten years ago brought a very positive change to Rockaway with their protests and with pressure on city officials. Who are the people, what are they protesting and what was the outcome?
This meeting was held in the wake of one of the most tragic events in Rockaway history. Who are the people in the photograph, where are they and what were they discussing?

   The first picture is about dumping toxins into Jamaica Bay. The environmentalist won and the bay is cleaner than ever.
The second picture is Pataki talking about the plane crash in Nov 2001 and they are discussing the air paths and how they should not fly over Rockaway.
The third picture could be (a guess here) that it is about zoning.
The fouth picture with Lew Simon must be talking about the issue of transportation I think.
The fifth picture it could be Beach 116th street.
The sixth picture about beach regulations - yes there is a huge difference now!
