A new medical facility that is being built in the basement of a Rockaway Park apartment house is allowed under the property’s zoning regulations, according to records obtained by The Wave.

Ongoing construction at 124-16 Rockaway Beach Boulevard recently drew the attention of neighborhood watchdogs concerned with the specific use of the facility and its potential affect on the neighborhood.

Community Board 14 District Manager Jonathan Gaska, after being contacted by a handful of residents, requested a review of the construction permit applications. At that time, Gaska told The Wave he was uncertain whether such a facility could be put in the basement of a property zoned R-3.

A June 2 letter from the DOB to Gaska, obtained under the Freedom of Information Law, says the use is permissible. “After departmental review of the application, the medical office in question is permitted “as-of-right,” it says.

Rumors that the facility would house a clinic – perhaps fueled by the permits for the job describing it as a “new treatment health care facility” – were at the heart of people’s objections. Gaska said he believes the facility will be a doctor’s office.

The owner of the property, Yehuda Cohen, told The Wave in May that the facility would house a doctor’s office similar to others in the area. It was unclear when the facility would open for business.
