Was Bobby In Rockaway In 1964?

This picture was in the New York Times on Tuesday as part of an article on “outsiders” who run for office. The picture’s caption says, “Robert F. Kennedy, who was from Massachusetts, was elected to the United States Senate from New York in 1964, although he lived in Virginia at the time.” One reader called to ask if the picture was taken in Rockaway, nearby Beach 69 Street. At first look, we thought not, because the boardwalk seemed to make a left turn where Kennedy was standing. A second look, however, revealed that Kennedy might well have been standing on a special platform built on the beach for his visit. Can anybody shed some light on the scene?
