Four Illegal Dumpers Caught in Rockaway

The Department of Sanitation has seized and impounded four vehicles that were involved in incidents of illegal dumping during the month of Feb ruary in the Rockaways. The DSNY Illegal Dumping Task Force composed of plainclothes Sanitation Police Of ficers, monitors known dumping locations and seizes the vehicles of illegal dumpers caught in the act of violating the law. Citywide, 19 vehicles were seized in the month long sweep.

The alleged violators are: Abdool Aziz, of Smoketown, Pennsylvania, whose 2000 GMC van was impounded for dumping 2 cubic yards of material on Beach 36 Street and Edgemere Road; James D. Leach of Far Rock away, whose 1988 Chevy van was im pounded for dumping two cubic yards of construction and demolition debris on Norton Avenue; Steven Goldfarb of Jamaica, Queens, whose 1988 Inter national Dump Truck was impounded for dumping 20 cubic yards of construction and demolition debris on Beach 62 Street; and Sean Audino or Queens Village whose 1989 Dodge Ram van was seized for dumping 4 cubic yards of construction and demolition materials on Edgemere Road between Beach 37 and Beach 38 Street.

When the Department catches an ill egal dumper, Sanitation Police Of ficers can make arrests, if warranted, and impound the vehicles used in the incidents. The owner of the vehicle is subjected to severe fines and will be held responsible for the actions of the operator of the vehicle regardless of being present during the act. Cur rently, fine start at $1,500 and range as high as $20,000 per summons. In addition, the illegal dumper must pay the city a cleanup cost generally about $150 per cubic yard.

One of the Department’s critical re sources in combating illegal dumping is the Illegal Dumper Tips Program, which was established to help get residents involved without placing them at risk from the dumpers. The program’s goal is to reduce and deter illegal dumping in neighborhoods citywide. If an individual provides information leading to the conviction or a fine for illegal dumping, they may receive a bounty of up to half the fine imposed.
