As part of the Navy’s effort to provide sailors with more efficient customer ser vice in regards to their pay and personal needs, the staff at Personnel Support Detachment (PSD), Naval Station Norfolk, created the Human Resources Center (HRC) as a "one stop shop" to better assist service members with administrative matters. The first of its kind, personnelmen and disbursing clerks work together to form this customer service team.

Petty Officer Third Class Lorena Garces, daughter of Luis and Pieded Salazar of Arverne, is part of this outstanding group of sailors, who offer satisfying service to military members. "I basically handle any problems members may have with their pay, adding a dependent, transferring, etc.," said Garces. Garces explained how this new merge of personnel duties will affect the fleet and how the customer being serviced will benefit from the pilot program. "With this program we hope personnelmen and disbursing clerks will have more interaction with each others’ jobs and deal with more issues other departments would have normally dealt with."

This idea to form the Human Re sources Center began last July and the project was recently completed at the beginning of the year. Now that the HRC is in place, command personnel liaison representatives (PLRs) – individuals who maintain lines of communication between the PSD and customer commands about personnel administration, transportation, and pay – are depended on even more to help the mission of improved customer service to fully take effect. As such, PLRs will exercise an integral relationship with the new HRC and special arrangements are in place for dedicated services to each command.
