Teen Charged In Beach Channel Groin Grab

An 18-year-old Beach Channel High School student is charged with endangering the welfare of a child and third degree sexual abuse for allegedly grabbing a younger male student’s groin at the school last week.

Carlos Ruiz is accused of grabbing a 15-year-old boy, who was dressed in underwear, and with making offensive remarks in the boy’s locker room on April 15, according to Queens District Attorney Richard A. Brown’s office. The boy’s name is being withheld due to the nature of the alleged incident.

Meanwhile, the mother of the boy said she took him to a doctor for emotional distress this week. The concerned parent, who contacted The Wave and agreed to an interview if her name would be withheld to protect her son, said she was furious when she found out that Ruiz was back in gym class with her son on Monday – less than two full school days after the alleged incident.

"That just didn’t sit right with me," the boy’s mother said. "Why was he still in the building?"

The school notified the police immediately, according to Department of Education spokesperson Paul Rose. Officers from the 100 Precinct did not initially arrest Ruiz, but referred the case to the Detective Squad, which arrested the high school senior after school on Monday.

School officials filed the paperwork for a superintendent’s suspension and recommended that Ruiz be removed from Beach Channel pending the outcome of the case, Rose said.

The boy’s mother said she has been "pushing him to go to school" every morning since the alleged incident.

"[Ruiz] grabbed his genitals and my son freaked out!" the mother said, adding that Ruiz also made remarks about the boy’s genitals.

Ruiz was arraigned in Queens Criminal Court on Tuesday, according to the district attorney’s office. Judge Alex Zigman released him on his own recognizance. Ruiz’s next court appearance is on April 28.
