     The recent tragic shooting of a young man who held a BB gun to the head of an undercover police officer once again underlines the need for a tough state law that makes it illegal to manufacture or sell a toy gun that looks so real that it fools even the experts.

Unfunded Mandates May Leave Children Behind
     We have often written in this space about unfounded mandates. Both the federal and state governments love them. Some regulatory agency passes a rule and sets a mandate but does not provide the money to make that mandate a reality.
